they see US attempts to advance its interests internationally thru coercion, economically with sanctions and by force militarily

I think china and russia would have been willing at end of Cold War, prior to 9/11, to work out mutual agreements that protect everyones security while reducing military expenditures, by all, to the bare minimum to maintain stability of global security
