Someone help because I can't access the current article (paywall) about the DOJ investigating rights violations and human experimentation but you can see this article, leading up to it, that talks about the history of abuse at this place: The U.S. Department of Justice is visiting a state-run Iowa institution for people with disabilities on Friday as part of its investigation of potential federal rights violations, including an allegation involving human experimentation. That risk of harm at Glenwood potentially involves "harmful and uncontrolled human subject experiments," "inadequate medical and nursing care, physical and nutritional management, and behavioral health care," "needless and harmful restraint practices," and "incidents causing needless physical injury," according to a Nov. 21 letter from an assistant U.S. attorney general to Gov. Kim Reynolds. In 2017, Glenwood was fined $40,000 for abusing residents with physical and mental disabilities. Staff members were accused of hitting, berating and sexually harassing residents.
