The Ge:2 version of creation is just for the garden area. The Ge:1 version is for the whole planet known as Eden. Moisture was kept out of the garden and when the exile happened the people stayed in place and God too the rains away. The river in Eze:47 is for the 1,000 year era where the Holy Land is returned to Garden state. The size of the river is what the river was like before the exile right down to the 'Dead Sea' being a body of fresh water. That would make 'heat and wind' being the two elements God put in place to keep the place a desert until the day the two witnesses are resurrected and then the 'house' in Eze:47:1 will be the place Christ builds in just a few hours as it has to be in place for the Re:20:4 resurrection to happen.

Zec:6:12-13:
And speak unto him, saying,
Thus speaketh the LORD of hosts,
saying,
Behold the man whose name is The BRANCH;
and he shall grow up out of his place,
and he shall build the temple of the LORD:
Even he shall build the temple of the LORD;
and he shall bear the glory,
and shall sit and rule upon his throne;
and he shall be a priest upon his throne:
and the counsel of peace shall be between them both.
