Congress is given unlimited authority to do anything in District of Columbia Art I sec 8 clause 17 original constitution.
You don't have to be physically present in Washington DC to be "in Washington DC".
Quoting: Tyrone Slothrop Just curious here... it seems all of a sudden "they" are all about the Constitution and the "framers". Are we to assume it's the "revised" Constitution? Didn't they want to abolish it fairly recently? Is anyone out there as confused as I am regarding this. I'm in shock with a side of awe. A lot of people don't even Know about this...
