Congress is given unlimited authority to do anything in District of Columbia Art I sec 8 clause 17 original constitution.
You don't have to be physically present in Washington DC to be "in Washington DC".

Didn't they want to abolish it fairly recently? Is anyone out there as confused as I am regarding this. I'm in shock with a side of awe. Yeah, me too. One way to think of it, is in a kind of computer language. Where an “operating system” is laid over the existing structure. They took over using international maritime law, multinational corporations, and international banks. They laid these operating systems over our Constitution. So we can only access our nation through their rules.
