that's the original 13th Amendment which somehow got replaced during the Civil War.
It's real, I've held pre-war lawbooks with the original amendment listed as part of the Constitution.

This 13th Amendment disallows ANY PERSON WITH A “TITLE OF NOBILITY” from serving in Congress, as well as prevents preferential treatment to select classes of citizenry.
