that's the original 13th Amendment which somehow got replaced during the Civil War.
It's real, I've held pre-war lawbooks with the original amendment listed as part of the Constitution.

I'm not American so someone else do the dig to add to this thread about the Post Master general and why a British firm, SERCO, pretty much owns the American Patent Office and then we will be baking bread....and once these riddles are cracked the US and Canada will rejoice in telling the crown to fuck off again.
