I have heard this theory, yet I have never actually seen the documentation of a "second Constitution". The verbiage of the original, archived document is FOR.


It seems to me the "ruling city of DC" is implied, and the corporate charter of Washington DC has been mistaken for a second constitution, because it reads a hell of a lot like the actual Constitution for the United States.


Don't get me wrong, it's bad, and DC and all of it's would be tyrants need to be put back in their proper place, but I have yet to see documentation of a second constitution with verbiage "OF".


If it is hidden somewhere on the DC Act of 1871 someone please point out exactly where.

Also note, the Civil Rights Act of 1871 also created the socialist infrastructure being used yet today to justify confiscatory regulation and taxation.

Nevertheless, clarification is needed regarding the "2nd Constitution.
