You are splitting hairs.
Skin pigment is a choice only in very rare circumstances where a person goes to great lengths to change their skin, otherwise people are born with their skin color and remain that way.
Tattoos however, are a CHOICE. A choice that speaks volumes of that person's character and mindset.
