Last time I checked The states National Guard is actually an extension of The United States Regular Army. And all though a Governor is reserved the right on the state level to deploy said National Guard to protect and serve in times of Grave Emergencies he does not have the Authority to Deploy National Guard Troops to violate 2nd Amendment Constitutional Law Abiding Citizens.
That could in fact be a declared "act of war" against we the people. And a complete violation of the governors elected position as well as gross violation of his sworn oath!

I think that's a direct challenge from the deep state, completely and deliberately towards The Top Law Officer of the land, if I were a betting man.
Because the Law states The President of These United State has absolute authority over all military personal in our country and abroad.
