Apparently this is quite a bit of debate about this.

I presalted the driveway, and its raining right now and its expected to turn to ice. Will my salt rock melt away?

Generally nothing. Most "driveways" are gravel or dirt and respond well to a tractor with a loader bucket.

Any concert apron in front of the garage should be treated with Ice Melt (generally magnesium chloride) after the storm accumulation has been plowed or blown off.

Pre-treating with salt can work against you if there is bitter cold coming on top of snow as the lowest layer melts and re-freezes into a sheet of ice...with ...more snow on top...oh joy!

some places ive lived, back east will pre-treat bridges and roads near waterways with this byproduct of beer factories. because the salt is bad for nature if they go in excess.

here is a recent article about this, tho its been used for years.
