My parents just got ran over by a car (update) they're ok minor injuries n bruises with a mild concussion

Count on it. It will be discovered that the owner of the vehicle cannot be put in that vehicle at the time of the accident. The driver will remain unidentified. The vehicle may have already been reported stolen, and it has been ditched.

Try to get a copy of the police report tomorrow and see
what was reported as the insurance co. of the driver. (Assuming
he told the truth to the presiding officer and/or insurance is active)

You may even be able to get it online.

Get a referral for a lawyer from a trusted source. Refer
all inquiries to the lawyer afterwards. This should be a
contingency case and the lawyer will take a cut of any
settlement (usually 30-40%), so no upfront money from
your parents. (This is NC law, your state may be different)

Your parents will have many follow-up visits, tests and
probably physical therapy that should be documented.

Soo many hit and run humans and autos here in CA lately. I hope your parents do well! Running red lights, stop signs, hit and run, illegal parking, it is so out of control lately. No enforcement of current laws in our area, rural CA. Never see CHP anymore. Were on our own, as predicted years ago here.
