The 90's, post collapse of the USSR, was the sell-out phase.
That what followed by the looting phase (Hillary, Romney, most politicians, MIC/SIC taxes with their "war on terror" and endless "stupid politician wars", Big Medicine/Pharma/Insurance, college administrators, etc.).
When there's no more to loot, they'll start the close-out phase.
