No, but they can pass a constitutional amendment allowing Trump, and Trump alone, and for one time only, a third term, if he so chooses to run again, since his first term was wasted by traitors to America. Carve out an exception to the rule, given the unusual way in which his enemies tried to squander his first term to protect a deeply embedded shadow element conspiring against the United States.
