Given that impeachment is a political action not a legal action I think they can vote to nullify the actions of a previous Congress.

Criminal law hasn't a darn thing to do with it. One political body (Senate) can dismiss the actions of the other political body (House). Judges are not the Law and black robes don't make them God.
