Your own article except says he was making money off the place. Hosting it out for receptions and parties.
Hardly a residence.

It also says that the city claimed the only legal use of the property was a fire station. So the city expected someone to open a private fire service? Yeah right. We haven't had those in the states for like 100 years now.
