In view of the end of his term of office in 2024, Putin apparently does not want a strong successor. So the position of president is eroded and power shifts to the prime minister, the government and parliament. For example, under a subsequent constitution, the prime minister would not be appointed by the president, but by parliament. Perhaps the new prime minister will then become the advanced candidate for the succession of Putin as president.

It is not yet clear what role Putin will play in this new constellation, but apparently he does not feel like relinquishing power. If necessary, the institutions in Russia will be adjusted. Under the current model, the prime minister must get the approval of parliament, but it is the president who appoints government ministers.

The #Russian constitution gives enormous powers to the President allowing #Putin to almost enact whatever he would like. In the past when Putin term came up, he either extended the term limit of the presidency or stepped down and became PM while giving the PM role lots of power
