“When rumors first circulated in early December 2019 that Turkey would send Syrian rebel fighters to Libya and pay them like mercenaries to fight in a foreign war they were greeted with skepticism.

Now there are thousands of Syrians in Libya fighting for Turkey and for a ramshackle government in Tripoli that they have no stake or interest in. How did the Syrian rebellion that once sought to un-seat Assad become a tool in Ankara’s foreign policy, something between a foreign legion and a gang of mercenaries for hire?

In November Turkey signed a deal with the embattled Tripoli government in Libya. Although the Government of the National Accord in Libya only controls a small part of the country and is being opposed by Libyan General Khalifa Haftar who is backed by Egypt, Turkey decided it would wring concessions out of Tripoli in exchange for sending Syrians to fight in Libya. Turkey got rights to an exclusive economic zone off the coast of Libya and Tripoli got to be a dumping ground for Syrian rebel fighters.

Early in December Turkey began recruiting the Syrians to fight in Libya. At first it was just rumors and those who reported it were scoffed at. But soon it became clear that dozens, then hundreds and then thousands were signing up and being sent. The Guardian claimed on January 15 that up to 2,000 Syrians are already in Libya at the behest of Turkey. According to the report the Tripoli government pays the men salaries for six months as a kind of mercenary or foreign legion, while Turkey will help with medical needs.

Libya is a long way from Aleppo and the fields of Syria where these rebels first were fighting. They have now become Turkey’s mercenary army, a kind of motley crew of a foreign legion. Turkey hopes they will stay in Libya, distracted by a new “Jihad” so that they don’t make trouble in Syria for Turkey. Turkey wants to work with Russia in Syria and also sign a deal with Russia for parts of Libya.

The Syrian rebels are now a tool of Ankara’s foreign policy to be exported wherever Ankara needs leverage. They are used for leverage so that Ankara can wring deals from Russia. While the Syrian rebels may be making a few hundred dollars a month the overall amounts are pennies compared to the billions in arms and energy deals that Ankara wants to do with Moscow. But for just a few million dollars Turkey can gain the leverage to get things done with Moscow and to police its new occupied areas in northern Syria. This is military expedition on the cheap. Turkey doesn’t have to invest in Libya or northern Syria so long as it can keep the Syrian rebels distracted with new enemies to fight every six months. The question for Ankara is what happens when there are no more enemies? For now there are enough in Libya.“

What is the Wagner Group?
One of a number of private military groups from Russia, the Wagner Group emerged out of the conflict in the Donbas in eastern Ukraine, when pro-Russian forces rose up against the Ukrainian government.

People with ties to the Wagner group previously told Reuters news agency that it has carried out clandestine combat missions on the Kremlin’s behalf in Ukraine and Syria. Russian authorities deny Wagner contractors carry out their orders.

The oligarch considered to be the head of the Wagner Group — Yevgeny Prigozhin, a businessman with ties to Putin — has repeatedly denied any connection with the group.

The US imposed sanctions on him after it accused him of trying to meddle in its 2016 presidential election and the 2018 congressional elections.

Prigozhin has denied any links to Wagner and has declined to comment on the US allegations, calling them a “private matter” for the US Treasury.

'Elite strike units'
Pavel Felgenhauer, columnist and defence analyst at the independent Russian newspaper Novaya Gazeta, told Euronews the Russian contract workers from Wagner are not like their American counterparts.

“They participate in battles,” he said, and “are used in elite strike units”, unlike American defence contractors whose main duties are to guard.

“In Russia, there is a huge pool of such people willing to fight. Basically, they are veterans of Donbas. Nowadays in Donbas, they do not fight very much and, most importantly, they aren’t paid well. That's why they are looking for a place to earn money because it's hard for them to earn in another way.”

While by some international standards the money they make isn’t a huge amount, they can earn a few thousand dollars a month as a fighter, more as commander and their families will receive less than €50,000 in the event of their death.

Felgenhauer said in Russia being mercenary is a criminal offence, and there are officially no private military companies. “But, of course, they operate under the control of the Russian security services and military. Without a nod from the Kremlin, they do not go to war, even if the Kremlin denies it and says they do not know anything.”

Using Wagner Group fighters achieves a number of aims for the Russian government, he said. They are willing to go in and fight to the death, as the money is a lot for families from their Russian provinces. Also, “a dangerous element is being withdrawn from Russia” - they are highly trained fighters, who could conceivably one day pose a political threat back home.

And finally, he added, they allow the Kremlin to pursue its foreign policy aims with plausible deniability at the same time, “because Russia will not officially interfere in Libya.”

Libya is blundering between Russia, US and the West’s interests


Confirmed calls for a ceasefire in Libya made by the Turkish President Recep Tayyip Erdogan and Russian President Vladimir Putin led the two sides of the conflict in the war-torn country to announce reaching a ceasefire agreement on 12 January. After discussions, the two sides agreed to sign the ceasefire agreement in Moscow on Monday.

The ceasefire aimed to end the hostilities and see both sides of the conflict begin a political dialogue. On Monday, the UN-backed Chairman of the Presidential Council of Libya and Prime Minister of the Government of National Accord (GNA) of Libya, Fayez Al-Sarraj, and the renegade Libyan Colonel Khalifa Haftar arrived in Moscow to sign the agreement.

Representatives from Turkey and Russia including the Turkish Foreign Minister Mevlüt Çavuşoğlu and his Russian counterpart Sergey Lavrov, were present. Turkey has recently signed a defence memorandum of understanding with the UN-backed government and Russia is an ally of Haftar. A covert Russian alliance with Haftar became clear after the Wagner Group, a security contractor with the Kremlin, suffered losses in Libya recently while fighting alongside Haftar forces.

After talks that involved the Libyan, Turkish and Russian sides, Al-Sarraj signed the ceasefire agreement on Monday, hoping to end nine months of attacks on Tripoli carried out by Haftar and his allies. However, Haftar did not sign the agreement, claiming he needed two days for discussions. Why didn’t Haftar sign the ceasefire agreement?

In 2011, NATO backed a Libyan revolution that led to the ouster and killing of the long-time dictator Muammar Gaddafi. Since then, the country has been wracked by conflicting powers. Currently, there is a government led by Haftar, which is based in the eastern city of Tobruk, fighting against the UN-backed government, which is led by Al-Sarraj, based in Tripoli.

Since last April, Haftar’s forces have been attacking Tripoli. No power in the world, even the UN, has condemned the attacks except Turkey. They only call for solving the conflict peacefully, but on the ground, they violate the UN ban of sending weapons to Libya. When Turkey signed the defence memorandum of understanding with Tripoli, the world stood up against Turkey.

However, after Haftar left Moscow without signing the agreement, Lavrov said: “We never pretended that the talks in Moscow should be a final meeting that would resolve all issues [of the Libyan conflict] without exception. We promoted this meeting as a step and a contribution to the preparation for the upcoming international conference on Libya in Berlin.”

Meanwhile, Erdogan said: “The putschist Haftar did not sign the ceasefire. He first said yes, but later unfortunately he left Moscow, he fled Moscow… Despite this, we find the talks in Moscow were positive as they showed the true face of the putschist Haftar to the international community.”

Hafez Lighweel, professor of political sciences at Johns Hopkins University, ruled out that Haftar was likely to sign the ceasefire deal because he “does not own his decisions.” As he was speaking to Al Jazeera Arabic TV on Tuesday night, he described him as a “mercenary” who has been carrying out a proxy war for Egypt, the United Arab Emirates and others.
