Is this a lobbyist trail or some law that needs to be changed? It should go to the elementary schools in need first.

It should not even create tensions or backlash. They should want children to thrive and a little goes a long way in undergrad systems. The colleges and universities are not using it to lower tuition for the students so why?

The oldest existing, and continually operating educational institution in the world is the University of Karueein, founded in 859 AD in Fez, Morocco. The University of Bologna, Italy, was founded in 1088 and is the oldest one in Europe.
