Looking at regional radar, it's dry air.

The precip can't penetrate the dry air over eastern Missouri, and will take time to moisten the atmosphere up.

It's common in St Louis and southeast Missouri. Live here for 35 years.

We only get big winter storms when cold air is firmly in place, and a moist system moves in out of Oklahoma and rides up and over the cold air.
