The problem is, Americans do not have the same reaction to governmental authority that the Chinese do. The Chinese understand that in their country, if they don't do what they're told, they go to a "re-education camp."

What you're describing is martial law in America, and Americans have a tendency to tell governmental authority to fuck off when they try to do those kinds of things, and they're willing to back up that sentiment with the largest civilian arsenal of firearms in the world.
