I would suggest that, like intentional spread of the virus through spitting, etc., that THIS be treated as an act of terrorism, and that all of the actors, INCLUDING Biden, be charged accordingly.

Of course, Biden can distance himself, avowing no knowledge of what his staff was about... because politics.
