I'm going to answer your question as someone who used to get dragged in an an assistant in the 1980s through 2000s when they were low on staff because I had basic training and the right clearances back then.

There was one lab in particular that was working on incurable illnesses. They loves the herpes virus. They loved the common cold and walking pneumonia and were looking for ways to weaponize them at least as far back as the early 1980s, and they were one of the first labs to get to play with AIDS. They were also among the first to discuss splicing them together, but this was before CRSPR technology, and the splicing was a genuine pain in the ass, so they put that idea on a shelf for later.

But your question was why they would make something incurable and even dangerous to them, one that even might take a couple years to kill a person unless they stay on HIV medication long-term.

The answer is two-fold.

1. Why they would use something deadly even to themselves.

Due to the recruitment process, many of the people working in those labs feel trapped. They cannot find a way out of the country due to the bureaucracy. They cannot leave their job due to the threats.

When you trap someone in a corner with no escape, and they are sure they are going to die there, they will often become a "suicide bomber" type and will utilize a weapon that kills you and them, because they had nothing to lose. You had already taken away their exit.

When it comes to a germ warfare lab, what they have at their disposal is not an actual bomb, it's bio-weapons, much like the ones I saw being developed. Much like the similar one we see in the public in 2020.

It doesn't take an entire government to agree. It takes one trapped-feeling lab worker with supervisory level access and connections who feel the same way in other labs. When you work in those places long enough, many people gain that level of access and power within the labs.

2. Why would it be something that takes years to kill and can be controlled with HIV medication.

The answer to that is in the question - the word "control."

The goal of many people in charge of government policy has been to simplify their jobs and the process. If you have a population who only lives if you give them their daily medication, you gain a very simple and very effective means of control.

When you realize that the research done in those labs, especially the government labs, is the same research used to help create policy, and when you realize that research is being done by people who think you are their enemy because you have blocked their exit and limited their freedom, you may come to understand why both #1 and #2 have come to be.
