OSHA regs are also there to prevent corporations from exposing workers to dangerous conditions so they can maximize their profits, something which I have witnessed my company do time after time after time, despite my attempts to stop it. It's like bailing the Pacific Ocean with a teaspoon. This rule has led to a lot of guys having problems with rashes on their hands and infections, as well as dropped tools nuts and bolts... creating another hazard. They're trading potential injuries for actual injuries. There's more and more idiotic rules like that coming down the pipes, industrial environments got pretty safe about 10 years ago... but all those OSHA guys didn't pack up and go home. All the easy stuff has been resolved, so now they're coming up with dumbass rules to justify their existance which more and more I've seen creating as many hazards as they resolve. Some of these safety protocols have become so onerous and the consequences of a devation so severe, it's actually distracting people from safely doing their job because they're worried more about looking safe than being safe.
