Maybe because they arent testing all of NY. Albany county cases were increasing day over day for a few days, then they stopped community testing, only hcw and severely ill hospitalized. That would include most other counties in the region, ie Rensselaer, saratoga, Schenectady etc. As the hospital that was doing the testing serves a large part, if not all of some of the surrounding counties. No tests, no cases.
