You can clearly see from this one article they were directing their companies to buy up PPE around the world and ship it back to the mainland. Clearly knowing their was going to be a problem coming soon for everyone.

Now they clamp down on foreigners coming to and in their country, blame them for coronavirus, and mad that Taiwan is shipping masks to the US. Let alone themselves locking down PPE exports.
