Because, while the West sees everyone having bat AIDS as an excellent means of control (a populace that needs you for their daily medicine to survive can be an asset from their perspective), the east sees a sick and needy population as an albatross around their neck. It just comes down to perspective and governing techniques. What some people call a difference in culture. ty,TC. that is the most thought out best explanation to date for CHINA's actions.i still think there is more to it, but that is the best i have seen.
