If we are beyond the rubicon, so to speak, according to the CDC; whereby contact tracing and limited quarantines (City, County) are no long seemed possible. Then how long do we have until the masses realize and there are runs on everything again?

We got that under control, and we will get this under control.
Most of Euorpe didn't get their outbreaks under control in the same manner as South Korea or Singapore or New Zealand either.
Those countries each had factors playing in their favor... SK is an wealthy homologous society with a robust civil defense structure because of the Norks, Singapore executes people for having a bag of weed and whips people for spitting on the sidewalk, so yeah they adhered to social distancing, and the Kiwis have their remoteness.
Speaking of Singapore, their outbreak was worse than about 30 US states including the ones that are in trouble right now, so I don't know how we're too far gone to do what they did.
That being said, if there's a run on the stores it will probably happen in the next week if new lockdowns are put in place. But I think they're going to go piecemeal and shut down the bars first, and see what happens.
