EUROPE AGREEMENT ON VACCINATION PASSPORT, BY SUMMER,...DISCRIMINATION ?

gasp

According to German Chancellor Angela Merkel, there is a European agreement on the introduction of a digital vaccination card. The certificate would come before the summer, Merkel said after the European summit.

But there is still no unanimity about whether there will be benefits for those who have such a pass. Earlier, Austrian Chancellor Sebastian Kurz - following Israel - had argued for a uniform corona pass valid throughout the EU. For him, it must enable newly vaccinated people, people who have already had corona or people who have recently tested negative, to gradually return to normalcy and to travel freely between European countries.

Fully vaccinated people in Israel will regain their freedom, while unvaccinated or partially vaccinated residents will still be subject to restrictions. With a green passport, almost anything is possible again - including travel, because Greece and Cyprus have concluded an agreement according to which vaccinated Israeli citizens can travel without quarantine to the two Southeast European countries from mid-March.

Holiday countries

In an effort to reverse travel restrictions currently in place across Europe, the Austrian Chancellor had suggested introducing a green pass for those who do not pose a health risk. Sebastian Kurz wants a vaccination passport in Europe based on the Israeli model. He has received support for this from typical holiday countries such as Spain, Italy, Greece, Cyprus and Croatia. Kurz said he would raise the proposal today at the EU digital summit, after which Merkel said that “everyone agrees” that there should be a unified European digital certificate before the summer “so that travel within Europe must have more information. can."

The open question is, however, what the concrete consequences will be for who does and who does not yet have a certificate. According to Merkel, "everyone has pointed out that this is not yet about this with the current state of vaccinations". “We have to be prepared. But this does not mean that those who do not have a certificate will not be allowed to travel. No agreement has been reached on this at all. "

"To regain complete freedom"

“I am strongly committed to a green EU passport - as it exists in Israel - preferably digitally on the mobile phone so that everyone can regain the freedom we so value,” Austrian leader Kurz told Bild ahead of the EU summit.

It is clear to him: “Those who have been vaccinated must be given back their complete freedom. But this also applies to people who have just had corona - and therefore have antibodies and are immune, ”said Kurz. He also left an opening for all those who have recently tested negative. A return to free travel - without quarantine - will therefore be possible for anyone with a green passport. Should the EU not work on a corona pass, Kurz has stated that Austria would implement the plan at a national level.

Macron: "Unfair to young people"

Europeans were divided on the matter before the summit. Opponents of the introduction of a green passport include Romania, Germany, France and our country. They argue that the EU cannot introduce such a certificate until all EU citizens have had the opportunity to be vaccinated. These countries have also expressed doubts as to whether current vaccines provide adequate protection against new corona variants.

French President Emmanuel Macron insisted after the summit that "a balance must be found" and said there are still ethical questions to be resolved. He also thinks the system is unfair for young people who are at the back of the vaccination line. There is a good chance that they can only be vaccinated at the end of the summer or even afterwards.

The European Commission, for its part, is not in favor of Member States unilaterally issuing certificates granting travel privileges to vaccinated citizens, but is in favor of a joint approach. Unilateral vaccination passports "would cause problems since we are all ultimately in the Schengen area," said an EU source. "For example, it cannot be that Israeli and British tourists will be allowed more, while citizens of the Schengen area are excluded."

For the time being, travel outside the Union has been largely restricted. "There is a political debate going on, but such a measure should in no way lead to discrimination," added the EU source.

Border controls

In addition to Belgium, nine other countries that are part of the Schengen area are currently carrying out internal border controls to prevent the spread of the corona virus. The restriction of free movement is regretted at the European Commission. Belgium has been given 10 days by the European Commission to answer questions about the apparent lack of justification for the extension of the ban on non-essential travel until 1 April. The measure will be discussed on Friday during the Consultation Committee.

The chancellor is particularly concerned about the threats from variants of the corona virus. For example, Germany carries out strict checks at the border with the Czech Republic, a country that is badly affected by the British variant.

Dealing with the mutations was one of the main points of discussion among European government leaders. According to European Commission President Ursula von der Leyen, the British variant is now present in 26 of the 27 Member States. The South African and Brazilian variants have already emerged in 14 and 7 Member States, respectively.

The government leaders expressed their appreciation for the action plan, Hera Incubator, that von der Leyen presented last week. The plan should enable Europe to respond quickly to new variants in the development and production of vaccines. As part of that strategy, the Commission is also aiming for faster authorization procedures and more genome analyzes to detect variants.
