Red Flag laws existed long before Trump was your goto catch all for all your problems. He might have said something at a particular emotional moment, but as of this time there is zero pressure from his administration to put forth any federal law. Nor was there ever any in the past. All he did was say something. Just because Trump says something doesn't mean it happened.

As far as bump stock, the supreme court hasn't ruled on it. They rejected hearing it last year, which means no decision has been made. This is the normal process for these things. The Constitution cannot prevent something from happening, it provides recourse once something happens.

In this case, the Constitution cannot magically stop the government from trying to take your guns, what it can do is give you justification for recourse once they try to do it.
