I take it you have never dealt with Italian bureaucracy. Even the natives can't find their way through it. For every wall you repair, for every wire you want to add, there will be forms, and forms up-on forms, all with high fees and professionals that you will need to involve at even higher fees, and tax stamps that need to be purchased at alternative locations to go with the forms, and then your papers will sit...at every stage...for years, while they fine you and fine you and tax you into oblivion.

And then finally, they will repossess your home, for not doing the repairs on time that they would not allow you to do on time, and for not filling out a form..that you filled out and has been sitting on their desk for four years.
