Japan in Early Stage of Coronavirus Outbreak

Tokyo, Feb. 16 (Jiji Press)--Infectious disease and other experts have agreed that Japan is in the early stage of a coronavirus outbreak, health minister Katsunobu Kato said Sunday.
At an experts' meeting on the coronavirus crisis, participants said there have been COVID-19 cases whose virus transmission routes will unlikely be identified, Kato told a news conference.
"It is necessary to take measures now, in preparation for an increase in patients," Kato quoted a specialist as saying.

Man under medical observation after admitting to Peace Bridge officers he was recently in China

BUFFALO, N.Y. (WIVB) — A man who was detained at the Peace Bridge because of an outstanding warrant then taken to the Erie County Holding Center in Buffalo is now under medical observation because of his recent visit to China.

This is due to the novel coronavirus and the worldwide concern it has caused.

Kevin Qiu is a Brooklyn resident who is assessed as a “medium risk” individual for the virus,
according to the Erie County Sheriff’s Office, which emphasizes that Qiu is not symptomatic. The sheriff’s office states that precautions are in place until either his release or a decision on extradition is made.

Qiu, 42, tried to enter the United States on Wednesday, and at that time, a health screening was performed on him after he told customs officers about his visit to China, which is the epicenter of the virus outbreak.

No mahjong, no card games: Hubei province in full lockdown as China battles coronavirus

58 million people – including 24 million rural residents – told to stay home until further notice

Hubei province, the epicentre of the deadly coronavirus outbreak [1]
, announced Sunday that it will impose tough new travel restrictions on all residents in the province to stop the spread of the disease.

Under the new rules, all businesses will close and the province’s 58 million people will not be able to leave their residential community or village.

No vehicles or visitors should be allowed into any residential community or villages unless “necessary”.

Hubei has also banned all vehicles from the road with the exception of police cars, ambulances, those transporting essential goods, and other authorised vehicles.

Crowd numbers will be limited in stores that are allowed to remain open and there will be “collective coordination” of people permitted to leave their homes to buy necessities.

“Disease control of the province has entered an important and difficult period,” the provincial government said in its announcement. “The situation is still grim and to cut transmission effectively and deter the trend of contagion … here are the new requirements.”

[snip]

The government called on all “unnecessary” stores in the province to close down and all public events to be cancelled. It also now requires all pharmacies to record details – including their real names, phone number, ID and address – of customers who buy medicines for a cold, cough or fever.

Any village, community or office building that has a confirmed case of the virus, will be quarantined for 14 days.

Factories and companies require special approval to resume business operations.

I guess this answers if the recent reduction in numbers means we've reached a turning point.

So, Hubei's closed, I guess.

Was this posted here? Disturbing comment.

Some very interesting comments in response to this youtube vid:

[link to m.youtube.com (secure)]

Comments:
1. You mentioned the doctor in Africa wanting to test but has no kits. Well, I'm an ICU nurse in the USA. At least where I am, no one gets tested unless coming from China or connected to one. Hear out one of my examples: pt has come from overseas (not china though) and been through 6 international airports within a month, last time being about 2 weeks ago.

Patient is in 30s, healthy/no hx prior, has every classic symptom of COVID19, within 2 weeks pt has progressed to the last stage being on ecmo, diagnosed with bacterial pneumonia now which is what happens to COVID19 patients. Even the MD agrees pt looks like a classic COVID19 case and yet per current policy Pt doesn't get tested and not even isolated and has been in an icu where only curtains separate patients.

I have other info that would make this a whole lot alarming but can't share for the risk of pt privacy. What are the chances that it's already here under the radar. I guess we'll know in a month or 2 or at least I will because I've been exposed to it quiet properly myself.

Anyways, it seems when it comes to testing at least, we are not doing much better than the good doctor in Africa. I wish in times like this governments would put in far more resources into testing/isolation/treatment before it's all too late.

2. Your story reminded me of the recent ESPN sports reporter in Atlanta who died end of Dec after a month with pneumonia...

There is something about this we are not being told - tightly guarded - the Chinese government shut their military installations in Wuhan in early January, and informed the US Military about the same time. Since then, it's been a snowball rolling down a slow incline but getting bigger everyday. Why would China close everything down over even a 5% death rate? Gut says there is much more to this, and the shoe will drop eventually.

Coronavirus: UK headteachers told to stay calm and keep schools open

Schools and nurseries do not need to close or send pupils home in the event of contact with someone suspected of having the coronavirus, according to new guidelines to be issued to schools across the UK this week.

In the face of confusion over what the correct response should be, Public Health England and the Department for Education are to issue headteachers and childcare providers with fresh guidance on Monday .

Some schools in Brighton and Hove have told parents they can choose to keep their children off school as “authorised absences”, after five people from the area were diagnosed with the virus, also known as Covid-19.

But a department spokeswoman said: “We are aware that some schools have said that parents can keep their children at home – this is not the advice. For those who are in contact with a suspected case in a childcare or educational setting, no restrictions or special control measures are required while laboratory test results for Covid-19 are awaited.

“There is no need to close the setting or send other learners or staff home. Therefore, until the outcome of test results is known, there is no action that staff members need to take. People who test negative for Covid-19 will be advised individually about their return to education.”

She said it was helpful for schools to approach the virus like any other infectious disease. “Therefore, it is not advised that the whole school is notified that an individual is undergoing testing. Rather, communications to contacts would be circulated if a case is confirmed,” she added.

"We want to ask the public to avoid non-urgent, non-essential gatherings. We want elderly and those with pre-existing conditions to avoid crowded places." - Katsunobu Kato, Japan's Health Minister

Japan Health Minister Urges Public to Avoid Non-essential Gatherings, Stay away from Crowds & Trains

Tokyo: Japan's health minister on Sunday urged the public to avoid crowds and "non-essential gatherings", including notoriously packed commuter trains, to prevent the new coronavirus from spreading in the country.

Katsunobu Kato warned the nation was "entering a new phase" in the outbreak of the virus, which has infected nearly 60 people in Japan so far.

"We want to ask the public to avoid non-urgent, non-essential gatherings. We want elderly and those with pre-existing conditions to avoid crowded places," Kato said after a meeting of a panel of experts.

[snip]

Japan has been pushing Tokyo residents to try telecommuting or avoid rush hour commutes to ease traffic congestion during the summer Tokyo Olympic Games.

Kato said the government will reiterate its calls on people to try those measures to ease spread of the virus.

[snip]

Most infected individuals seem to experience mild conditions similar to the common cold and may not realise that they have the disease, risking possibly spreading it to others, said Takaji Wakita, chief of the National Institute of Infectious Diseases who headed the expert panel.

14. Strengthening work discipline.

For those who fail to undertake the task of preventing and controlling the epidemic situation, fail to take any action or act slowly, delay the handling of such cases, delay the handling of such cases, delay the handling of such cases, delay the handling of such cases, delay the handling of such cases, conduct strict investigation and hold accountable those who fail to comply with the unified dispatching and affect the implementation of the measures for preventing and controlling the epidemic situation. If serious consequences are caused, the accountability system shall be "raised to a higher level".

15. Strengthening supervision over complaints.

All regions shall make known to the general public the hotline for the prevention and control of local epidemic situation and the on line service window, accept the consultation, complaint, tip-off and help from the general public, respond to the complaints in a timely manner, and report the handling results. We issued a policy of rewarding tip-offs, and the public could report such issues as the failure to report fever patients in a timely manner, the failure to effectively isolate the "four categories of personnel" from receiving and treating them, and the failure to take measures to prevent and control the epidemic situation through the "12345" hotline, the Hubei Office of the State Administration of Foreign Exchange, the APP epidemic prevention and control special zone, and other channels.

We hope that the broad masses of the people will continue to understand, cooperate with and actively participate in the prevention and control of the epidemic situation, support the frontline personnel in carrying out their work, stand by and help each other, work together in the same boat, and overcome the current difficulties, so as to resolutely win the people's war, the overall war, and the resistance war against the epidemic situation throughout the province.

Their Army can not contain this many people. It’s just not possible. Eventually the Chinese will get tired of staying home and they will riot.

Think this paper means you cannot rule out #COVID19 just because a suspect case tested positive for another respiratory pathogen. 6% of 2746 Covid-19 positive cases were co-infected with other viruses.

Interpretation : Clinical testing methods for 2019-n CoV require improvement. Importantly, 5.8% of 2019-nCo V infected and 18.4% of non-2019-nCoV-infected patients had other pathogen infections. It is important to treat combined infections and perform rapid screening to avoid cross-contamination of patients. A test that quickly and simultaneously screens as many pathogens as possible is needed.

This is so stupid it makes me feel like your avatar, Nawty.

On the other hand, what are they going to do? There's no stopping this thing, with the inability to do fast testing, the false negatives, asymptomatic carriers and possible co-infections leading to lack of testing.

It's going to fall apart - the center will not hold.

Gestalt #5 – SARS-2 Pandemic
 Quoting: NawtyBits

Monotreme brings up something that's been concerning me. Why are so many health care workers infected? Obviously, they have been using the N95 masks. What level of protection is needed?

There are so many other issues with this emerging pandemic, that this one has been ignored, but should be front and center, and NOW, not tomorrow after we have thousands of more infected doctors and nurses. Would they be safer in the garb they use for ebola?
 Quoting: Anonymous Coward 78450814

I, too, have been pondering this. The most likely possibility is that long hours of working without sleep, food, bathroom breaks, they got careless. Humans make mistakes.

Or, and this is less likely, 'standard precautions' are not enough, and full-blown self-contained breathing equipment is necessary to insure safety.

I think it's carelessness, but there's this little part of my brain that's not so sure.
 Quoting: NawtyBits

OP is correct in his thinking. early on it was noted that ppl were getting the virus thru their eyes as well.the recommendation is at least wear goggles with the masks.
 Quoting: JAZZz50

I've been noticing lots of photos with medical personnel in masks, but no goggles and keep thinking, it was already mentioned eyes need to be covered and possibly ear canals. Lots of photos in China with only masks on.....

3 new COVID-19 cases in Singapore, including SAF serviceman linked to Grace Assembly of God cluster

SINGAPORE: The Ministry of Health (MOH) on Sunday (Feb 16) confirmed three new COVID-19 cases, including a Singapore Armed Forces (SAF) regular serviceman linked to a cluster at the Grace Assembly of God church.

The serviceman was one of two new cases linked to the church. The third case is a family member of another patient.

All the new cases have no recent travel history to China. This brings the total number of cases in Singapore to 75.

[snip]

Case 73 is a 43-year-old regular in the Singapore Armed Forces. He works at Building 613 of Tengah Air Base, but has not been at work since Feb 6, said the Ministry of Defence (MINDEF).

According to the health ministry, he reported the onset of symptoms on Feb 9 and sought treatment at a GP clinic a day later.

I work at a busy city hospital in Michigan...since mid October, I have seen more than 40 men pass away with "sudden pneumonia causing heart failure"...highly abnormal to see this...none of these men had a cardiac history....this has been since mid October....all of the Michigan ER's had massively huge bioweapon drills, full bio suits, pappers, maske, etc....that is only the ER's....the regular hospital floors are doing NOTHING....every day, very sick People in regular rooms on "droplet precautions", no info from managers, no extra precautions, etc... it seems CDC or WHO told hospital managers to keep their mouths shut.

Chicago Coronavirus Patients Released From Home Isolation Following Recovery

The two Chicago residents who contracted COVID-19, a disease stemming from a new form of coronavirus, were released from home isolation Friday following their recovery, according to the Chicago Department of Public Health.

The two patients — a husband and wife, both in their 60s — were released from AMITA Health St. Alexius Medical Center in Hoffman Estates approximately a week earlier.

The woman was the second person diagnosed with the virus in the U.S., health officials announced on Jan. 24. She returned from Wuhan, China —the epicenter of a recent outbreak — on Jan. 13 and was later hospitalized, a state epidemiologist with the Illinois Department of Public Health said in announcing the diagnosis last month.

"They have now had multiple rounds of negative testing for the virus and are clinically well," Dr. Allison Arwady, CDPH commissioner, said in a news release issued Saturday. "They do not need to wear masks, and neither does anyone interacting with them. They have been cleared.”

The #COVID19 case in Egypt has no symptoms & was only detected because he/she was a contact of a person from China who tested positive after returning from a business trip to Cairo.
Makes one wonder: How many cases are being missed?

[link to twitter.com (secure)]

[link to www.emro.who.int]

The confirmed case in Egypt is asymptomatic and was identified through contact screening of an Index case who travelled to Cairo between 21 January and 4 February on a business trip and tested positive for COVID-19 on 11 February in China. The confirmed case in Egypt is currently isolated in a referral hospital. Other contacts of the confirmed case are being traced, and so far, all have tested negative, but will be actively followed up on for 14 days. WHO is coordinating with national IHR focal points in China and Egypt in order to support the investigation in Egypt.
