One person says something, then another paraphrases that tweet, and the 1st uses that as a confirmation... but, they can be an effective tool Absolutely, you have to take them all with a grain of salt. I've just typically found local sources, even if you have no idea who you're dealing with, are often quicker with news. Here's the link re: the closure of public transport in Wuhan.
