So, I can't find where a city has been quarantined like this, as a whole. I'm guessing that in 1917-1919, some small towns likely quarantined, but never on the scale of Wuhan. Never. The decision path that leads to a quarantine of a city of 11M people is a treacherous one, and it's not a decision taken lightly. How bad must things be to go from 0-60 in days.
