So, I can't find where a city has been quarantined like this, as a whole. I'm guessing that in 1917-1919, some small towns likely quarantined, but never on the scale of Wuhan. Never. The decision path that leads to a quarantine of a city of 11M people is a treacherous one, and it's not a decision taken lightly. How bad must things be to go from 0-60 in days. China has been withholding info, and is now going to pay a steep price. Will the rest of the world pay too? Time will tell.

I suspect the WHO declaration will not be a good one.

People used to laugh at me for being prepared to weather something like this. Just because something hasn't happened in 30 years, doesn't mean something can't happen.

People have bills to pay, kids to feed, etc. The only way this will work is if China declares abank holiday, all bills are suspended, and can provide food and necessities for all 11M people. Otherwise, people will still be going places and doing things, plus the Black Market will smuggle items in and people out, and the quarantine will be useless.

At best, it slows things way down, and gives the rest of the world time to prepare.

Ebola? Child. lol. I have my stuff from H5N1 almost 20 years ago. But, today is a good day to inventory and see where I lack.

I'm thinking the Wuhan quarantine caught WHO off guard, and that's why the presser is late. WHO is scrambling to not look like idiots, is my guess.
