Seriously though NASA, and Boeing with that Saturn V. charged the tax payers 10-20 Billion per unit, and NASA charged additional money per launch. The federal government said f*** it when Boeing jacked the price up to 60 billion per unit.

Space X is going to do private missions with or without Boeing, or NASA. Space X and the BFR is going to be pretty sweet because it will be almost fully reusable and offer way more incentives for anyone with the money to invest into outter space projects.
