What would you do to suppress the virus spread?

I was thinking yesterday, that if the world governments wanted to suppress coronavirus spreading, there are ways to do it and these ways are opposite to what they do so far.

So my idea is this. I'm not sure they could do it now, but at the beginning it could be a good idea maybe.

Separate the suspected cases from the rest of the population.
How to do that.

Build manmade isolated islands with hi tech hospitals outside China. Label and separate each island according to the risk level of the people you move there.

eg. foreigners who want to come back to their own countries from China and show no infection, could be moved to one of these island and stay there for a month till its clear that they are not infected. Then they could leave for their own countries.
The islands would have homes and warehouses for food and everyday items that would be delivered to the people (not shopping in place), apart from the hospitals with helicopter landing places all over.
No closed meeting places as they are risky, but with plazas and parks for people to go out and walk, exercise etc.
With doctor checks in the hospitals every few days and so on.
If a case is confirmed then they should move them immediately to another risk lever island and check their connections if any.
