The other thing is no matter who started this or how, there is a very active military component at work which is strategizing what's next (3 months, 6 months, etc.).

One school of thought says, when it becomes obvious that most all countries will fail, that is when you "launch" your attacks (missiles, localized, more viruses, chemicals, whatever) to further debilitate future enemies so World V2 is easier to conquer. With all the chaos, it would be hard to hold anyone accountable.
