In this case, both the moon and SDO are orbiting earth and the moon can exhibit apparent retrograde motion as seen from SDO. When the timing of that is right you get this kind of strange reversal during the eclipse as seen from SDO.

It can only happen around the time of the new moon, though due to SDO's orbit the timing of new moon won't necessarily perfectly match the timing on earth (close enough though).

Only SDO will see it. You can't see it from the surface of earth. It appears to reverse direction only because of SDO's orbit around earth. SDO is a sun-watching spacecraft that generates these images:

It's because of the orbit of the spacecraft that is watching the sun. 99% of the time you'd never even know it was happening, but when the timing matches an eclipse it looks radically different than a normal eclipse we see on earth. And when that happens people on GLP have a tendency to lose their shit and blame me for not telling them.
