Pompeo is speaking to the National Governor's Association and flat out told them that they were all at a meeting in the past with an organization that was the public face of the CCP's foreign influence agency - the United Front Work Department.
And as a result of this meeting and deals made since the meeting the Chinese have rated every governor as to their 'friendliness toward CCP'. Pompeo lets them all know that he knows their rating and how much CCP money they have taken.
This was back in February of this year.

All those governers who shut down the states and made so many businesses go under for a virus they knew was fake cause they don't wear masks except on TV, all those governors are most likely on the blackmail list and are in pedo vids on the hard drives. And all those governers who 'won' CHEATED must be CCP backed.
