So Cambodia isn't keeping the people, it's just facilitating them in evading border security at other ports. But how many of the home countries will allow them to fly home from Phnom Penh?

Cambodia may get to keep these people at all, and not in quarantine, but in the general population in their capitol city.

as far as border evasion goes, they are still stamped out from china in their chinese passport so hard to avoid scrutiny.

Cambodia commonly sees a lot of typhoid, TB and other nasty stuff so it will be hard to notice this in the population unless the reported lethal rate is far underreported, which it may be.
