I would not be surprised if everyone on the ship is already infected. They just can’t test everyone. There’s not enough tests. And they take a good while to be done, and they give a lot of false negatives. Remember this thing is extremely contagious.  They are not trying to treat the passengers.
They are using the cruise ship as a big lab in order to study the virus in all its aspects.Remember, you are nothing more than lab rats to the Elites, less useful than cattle.
