Congress does not control the military, that is the Presidents job.

He does not need their approval nor does he need to inform them of his plans or actions.

The Senate can shove it, Congress has had no real power since the Southern States left the "voluntary" Union. Everything they have done since is not even the law, it is color of law, look it up.
