Congress is obliged in the constitution to have sole discretion to declare war, it then unconstitutionally cedes that power to the office of President, it then tries to partially limit that unconstitutional act because of what a nightmare it has proven to be (duh!), and then it is vetoed by the officeholder they unconstitutionally gave it to.
