At least one parent has to be a legal u.s citizen for a child to be a citizen.Its always been that way.
Who changed the law?
A state birth certificate doesn't make a child a citizen if neither parent are legal citizens.
Immigration status and citizen status is a federal obligation and a state can not override the law by issuing birth certificates.Hospitals also can not issue live birth certifications to the state for citizenship.It just proves they rendered aid.
A lot of people might believe they are citizens at this point when they are not.
