My mother taught special ed in an Abbott District in NJ. It's basically a failing district being run by the state.

Every year they had a parent and child activity day where the parents did cool bonding stuff with the kids. I went a few times. The school was majority minorities but very few of the minorities showed up with their kids. Most of the time it was the grandparent if they showed up at all.
