Well of-coarse. Schools don't get paid for holding back a student. Schools naturally don't want to retain students until they catch on.

Some students will never catch on because their home life is so unstable and vile that they can't concentrate when they do come to school.

Still, others have learning disabilities and dyslexia which prevents them with keeping up.

Coming from a single parent impoverished home also drops a child's IQ by 10 points, which can be devastating when your genetic makeup puts you on the borderline from having an average-moderate IQ to an average low-moderate IQ. Lowest MOS I the military is a cook at an IQ of 83. Yet, one-half of black Americans that take the ASVAB can't qualify for an MOS even as low as a cook. Not to mention it generally takes an IQ around 85 to stay on task for at least four hours.

That means at least 20 to 30 % of Black Americans have trouble just maintaining any type of low wage-earning gainful employment of any type. And yet if they are not diagnosed as high functioning people with intellectual disabilities/ Mentally retarded, they don't qualify for SSDI. It is a real problem because many of them are just smart enough to get in trouble with the law and that is about all. On the upside, these poor souls can give someone else a job wating them while they are incarcerated.
