They are keeping him trapped in a virtual prison. His actions are all being monitored 24/7. They fear him because of what he can do, even though he is peaceful. They deprive him of friends and family. Constantly keeping him in check through repeated psychological torture. Every time he finds a way of crawling out of they hole they created for him, they push him back in and make the hole deeper. They twist his love for the world and turn it into vicious anger. They brainwash those he loves and turn them against him so that he may never know what it is like to have a friend. The only thing he wants more than anything else in the world is his freedom, as do we all.
