I believe it is a form of counting. The strike x is the sacrifice. The strike thru is the sharing. The top strike is the shared and sacrificed. The balance of straight marks is the kept kills.

They could also relate to astronomy, counting moons or seasons, or have ritual significance. It's not technically writing, however. Writing began with agriculture and cities.
