After all it strikes more at the older male with various other health factors, this could be a vehicle to help re-addressing the balance. The problem I surmise.... It wasnt yet fully researched and developed and still had to have its RNA tweaked for more selective targets.... And the evidence so far, is it seems SELECTIVE.. More to your response, though, an ethnic bioweapon theorist would respond that we don't know, for a fact, that these Iranians were not ethnically Asian.
